Can a report be locked so it can't be changed after the fact?

A completed report is a fixed PDF for its revision; changing anything means Reopen to amend, which produces a new numbered revision with a note, and the trail shows who and when. Nothing edits a completed revision in place.

How it works

Turn on approval so an owner or admin has to release a report before it goes out.

What it doesn't do

Owners and admins can reopen; if you need nobody to be able to, keep the exported PDF in your own records.
