How it works
- Open the inspection while you still have signal (the checklist is cached).
- Walk as normal; anything saved without signal is queued on the device.
- When the phone reconnects, the queue replays automatically — photos too — and the report completes.
What it doesn't do
- Starting a brand-new inspection needs signal once, to create it.
- A queued photo is still pending: the Complete button counts it and asks before finishing without it.
